What is Right to Buy?
Right to Buy lets most secure council tenants, and some housing association tenants, buy their home at a discount once they have been a public-sector tenant for at least three years. You buy at the market value less your discount, and take a mortgage for the balance. It is one of the few ways to buy with a very small deposit, because the discount does the heavy lifting.
How much is the Right to Buy discount?
For a house, the discount starts at 35% once you have three to five years as a public-sector tenant, then rises by 1% for each extra year. For a flat it starts at 50% and rises by 2% a year. There is a regional cash cap, currently between about £16,000 and £38,000 depending on where you live. The percentages and caps change from time to time, so we confirm the current figures for your area with you before you plan around them.
The discount is your deposit
Most Right to Buy lenders accept your discount as the deposit, so you can often buy with no cash deposit at all, or a small amount towards fees. A lender still assesses your income and the mortgage on the discounted price. Below, get a guide to your borrowing on the price you would actually pay.
Which lenders offer Right to Buy mortgages?
Not every lender does, and those that do vary on how they treat the discount, your income and the property. Your own bank may not offer Right to Buy at all. Selling within five years

The qualifying period counts your time as a public-sector tenant. If you have lived in service accommodation, it is worth asking the council whether that time counts toward your three years, as the rules on public-sector tenancies can vary. Many councils also give serving and former forces applicants extra priority on the housing list under the Armed Forces Covenant.
